The Russian Parliament has passed a bill to again let Russian voters choose Governors for the various regions of Russia. See this story. Under current law, all the Governors are appointed by the central government.

    Also, by the use of Michigan, are you stating the State of Michigan or do you mean the remainder of the Territory of Michigan. Michigan Territory and the Territory of Hawai’i are the only two United States Territory that has a current remainder.
