Oklahoma House Rejects Amendments to the Ballot Access Bill that the Senate Made

On May 8, the Oklahoma House rejected the Senate’s amendments to HB 2134, and asked for a Conference Committee so that both houses can agree on a common version of the bill. HB 2134 is the bill that lowers the number of signatures for a newly-qualifying party from 5% of the last vote cast, to 2.5%. The Senate had agreed with that idea and both houses had passed the bill. But the Senate, when it passed the bill, added some amendments, which the House does not agree with.

  1. just curious: what are the amendments? (are they germane to ballot-access or third-parties?)

  2. One amendment is germane, and changes the petition for the presidential nominees of unqualified parties and independent presidential candidates. The changes are that the deadline moves from July 15 to July 1, and the number of signatures is lowered from 3% of the last presidential vote, to 2.5% of the last presidential vote.

The other amendment is not germane to minor parties or independent candidates, and says if a presidential elector votes for a presidential candidate who he or she was not expected to vote for, that elector is deemed to have resigned.
