What good is proportional representation if there isn’t proportional decision making?

If 56% of the voters favor a tax increase, and 44% are against, wouldn’t the fairest system be to increase the taxes for the 56% who favor higher taxes, and keep them the same for the other 44%? Or better yet, add a 3rd option to lower taxes, so that some of the 44% might vote for lower taxes?
