On July 8, the Field Poll released this poll for the California U.S. Senate race. It shows that 15% of the voters have already decided to leave their ballot blank, and another 22% are undecided. The ballot lists only two Democrats, with no write-in space.

California should permit write-ins for general election (excluding sore losers).
If a write-in candidate does not finish 1st or 2nd, then the ballot candidate with the most votes wins.
Otherwise (ie a write-in candidate finishes in the Top 2), if the leading candidate has 40%+ or a 5% lead over 2nd place, he is elected.
Otherwise (ie a close race involving a write-in candidate), there will be a runoff.
The primary should be moved to September, and election by majority in the primary should be possible (this provision for congressional elections will be suspended until Congress changes the federal law).
Top Two is a small step forward for plurality single-winner districts and gives the United Coalition opportunity on which to build.
It’s IRV that is the real threat, because IRV requires a 50% (plus one vote) for the single-winner, and denies any opportunities for random wins because of the split vote problem.
