South Dakota Governor Signs Bill Making it Illegal to Pay Circulators on a Per-Signature Basis

On March 13, South Dakota Governor Dennis Daugaard signed HB 1035, which makes it illegal for groups to pay circulators on a per-signature basis, for petitions to establish a new qualified party.

  1. lawsuits like that are very expensive, because the attorney must present lots of detailed evidence to prove that the law does not actually do what its proponents claim it does. Sometimes Paul Jacob has the resources to get such lawsuits going. Paul Jacob heads a group to protect the initiative process and it gets donations capable of doing such lawsuits, sometimes.
