Guam Bill Would Eliminate Primary Elections

Guam legislator Joe San Agustin has introduced Bill 45-34. It would abolish all primary elections. The bill does not attempt to tell political parties how to nominate candidates, but presumably they would do that under their own rules. The bill also makes election day a holiday.
