Pennsylvania currently has no valid U.S. House district boundaries. Last week the legislature prepared a redistricting plan, but on February 13 Governor Tom Wolf said he will not submit the legislature’s plan to the State Supreme Court. The plan is just a plan, not a bill. Presumably this means the Supreme Court of Pennsylvania will prepare its own plan. See this story.

The court’s original order said that if the legislature didn’t act, that any party to the litigation could could submit their own plan by February 15. The order also said that the executive should expect a new plan by February 19 so the primary could go on on schedule. This suggests that the court’s map has already been drawn.
The court originally gave the legislature 18 days to draw a plan. It did not bother to issue a explanation of their order until 16 days later. The legislature could not have complied with the constitutional procedural requirements. The court only gave the governor 6 days to consider the bill, even though he has 10 days under the constitution. The court was just pretending to follow any sort of due process.
