California Initiative to Convert Top-Two to Top-Four Begins to Circulate

A proposed California initiative to convert the top-two system to a top-four system has begun to circulate. It needs 585,407 valid signatures by August 13, 2018. The proponent is Richard Charles Ginnaty. If it got enough valid signatures, it would be on the ballot in 2020, not 2018.

  1. The old way was better but Top 4 would be at least some improvement over Top 2. Perhaps even occasionally some candidates who are not Democratic or Republican Party could get on the ballot.

  2. The resulting minority rule will be worse — due to worse plurality winners

    1/2 or less votes x 1/2 rigged gerrymander districts = 1/4 or less control.

    NO primaries.
