U.S. District Court Will Soon Decide Whether to Convene a 3-Judge Court for Lawsuit on Population of California Legislative Districts

On May 22, U.S. District Court Judge Kimberly Mueller issued an order in Citizens for Fair Representation v Padilla, e.d., 2:17cv-973. She cancelled the oral argument of June 1, and said she will soon issue a decision on whether this case will be referred to a 3-judge U.S. District Court, without benefit of oral argument on that.

This is the lawsuit that says the population of California legislative districts (approximately 1,000,000 per State Senate district, and 500,000 for Assembly districts) is so large, California voters no longer have meaningful opportunities to communicate with their state legislators, and that this situation violates the U.S. Constitution.

  2. California has state senate districts that are bigger than Congressional districts. There are current 53 Representatives in the US Congress from California, and only 40 state senators. And, there are only 80 state representatives as well. A quick and easy solution might be to simply elect 1 senator from each Congressional district, and 4 or 5 state reps as multi members from each Congressional district. Two levels of restricting would no longer be needed.

  3. Excellent idea from Walter Ziobrio here. The problem with it is that it is too sensible and simple a fix to the problem for our legislative people to accept it.

The United Coalition has been conducting population balancing calculations to group all voters’ in the USA into twelve population-balance districts with pure proportional representation (PPR) without breaching state lines, in accordance with the ten-year census every decade for more than twenty-three consecutive years.

    Additionally, we also look at world population counts, and have created twelve population balance world provinces, and we also advocate population-balance districts in all regions and countries such as Israel’s “twelve-state” plan.

    Our team finds unity in population balanced regions and we are bringing the constitutional issues to the USA level by asking the team to consider the “Article the First, Bill of Rights 1789”, to place a cap on 50K Congressional Districts as supported by George Washington.
