Florida general election ballots in midterm years put congressional races at the beginning of the ballot. This year, Broward County designed a ballot in which the left-most column had instructions for voting at the top of that column. Those instructions are quite wordy and take up a great deal of space. They are printed first in English, then in Spanish, and underneath that, in Creole. At the very bottom of that left-most column, the ballot then lists U.S. Senate, followed by U.S. House.
At the top of the middle column is the Governor’s race, followed by the other statewide state offices.
Almost 4% of the people who cast a ballot did not see the U.S. Senate and U.S. House races, due to their position underneath the voting instructions. This article has a copy of the ballot. One must scroll down to even find the two congressional offices.

After the Civil War, some ballots were printed in gothic type – which could confuse voters. Multi-lingual ballots can have the same effect. Few voters are going to read the instructions. Their smartphones or TV didn’t have instructions except the ones they discarded with the box. Even if they glance at the instructions, they will think that they know how to fill out a ballot. If they scan down the column they will encounter the Spanish instructions and Haitian Creole instructions.
If someone truly needed the non-English ballot, how are they expected to skip past the parts they don’t comprehend? The use of multi-lingual ballots is based on census data for those who speak another language at home, and say they say they speak English “less than very well”. Someone who says they speak English well, is deemed unable to comprehend an English-ballot well enough to vote. So instead we will throw a multi-lingual ballot which will confuse them and others as well.
So they skip to the part they can understand.
The advantage of the multi-lingual ballot is that the LWV will praise you for your effort even if your intent was to confound and confuse.

Florida law specifies the order of candidates, it does not specify where the instructions go. In Orange County, the instruction went across all three columns, which placed the senatorial race at the top of the first column.
