South Carolina Bill to Ban Fusion

South Carolina Representative Bill Taylor (R-Aiken) has introduced HB 3129. It bans fusion. Currently, South Carolina, New York, and Connecticut, are the three states in which disaggregated fusion is used frequently. “Disaggregated fusion” means that the ballot lets a voter choose which party label to support, when a candidate is nominated by two parties. In 2018, minor parties that nominated some major party nominees were the Working Families Party and the American Party,

  1. The Green Party of South Carolina will also use fusion to support Democratic nominees, so they’re not exactly very popular with Greens from most anywhere else. In contrast, while they have access to fusion, the New York Green Party has never done that, and they’re one of the strongest state Green Parties in the country.

Actually, in 2018, there are no instances when the South Carolina Green Party nominated a major party nominee, at least for federal or state office (although they have in South Carolina in earlier years). Also, in 2018, two Democratic nominees in New York, and one Republican nominee in New York (all for legislature) also obtained the Green Party nomination. The New York Green Party doesn’t like this but it is almost impossible for the Green Party to prevent it.

    Public pre-election candidate rank order lists of other candidates.

    RATIO = Total Votes / Total Members

  6. New York qualified minor parties nominate by primary for US House and legislature. All qualified parties have the legal right to keep members of other parties from appearing on the primary ballots. But any person can file a petition to require that all the write-in votes in any particular party’s primary for any particular office must be counted. Then, whichever person has the most write-in votes is that party’s nominee (assuming the write-in candidate has more votes than any other person seeking that party’s nomination). So if the Green Party has no one on its primary ballot for a particular office, it is easy for anyone to snag its nomination by write-in votes. The write-in candidate doesn’t even need to file as a write-in candidate. So a Republican or Democrat candidate can get the write-in procedure petition filed, and then have some friends register in the Green Party and hope to get a few write-in votes.

  7. Fusion is no good because candidate names appear on the ballot more than once. Voters may vote for one name and only one vote counts. One man, one vote.

    Pure proportional representation (PPR) is the only perfect voting system. Under PPR, ames may appear on ballot only once, or the ballot is marked spoiled and no good.

    The United Coalition USA has been using PPR for more than twenty-three consecutive years and PPR works the best!

  8. You’ve left off a couple of steps. The party bosses may designate a candidate by convention. In AD 111 the Green Party bosses did not designate anyone. Then rank-and-file members may either petition to designate a candidate, or petition for the opportunity to ballot (ballot is a verb here, you can imagine the voters chanting, “We want to vote! We want to vote!”) The party bosses have to give permission for a non-party enrollees to be designated.

    New York does not hold a primary if fewer than two candidates file, but if there is a primary a write-in space is provided.

    A significant share of Green enrollees (5%) had to petition for an Opportunity To Ballot. The party bosses could have backed a candidate, but didn’t, or rank and file members rejected their advice.

    How soon would you have to enroll as a Green to vote in their primary.

    If New York did not have con-fusion, there would be no opportunity for game playing. Better yet would be to eliminate partisan nominations, and switch to Top 2.
