What election would be happening so soon after March that would require ballots to be sent out for overseas voters?
The filing deadline for the regular primary is March 15, 2020.
The bill would permit the SOS to set the date of the primary in March. In Maine, all primary candidates qualify by petition.
The bill appears to be haphazardly drafted. It would require that petitions be available for presidential candidates by July 1 of this year, but the law would not take effect until September or October. There are also problems that the filing deadline for the presidential preference primary would be 45 days before the primary, but UOCAVA ballots must be sent overseas by then.
The bill provides that the SOS would have sole authority to determine which candidates are recognized nationally, but also provides that candidates qualify by petition.
The bill does not indicate how RCV would be used with respect to allocation of delegates, but would instead require rankings be used to determine a primary winner as if it were a nominating primary.
The bill also provides that RCV be used for the general election, while maintaining the alocation of electors by congressional district.
