  3. North Carolina has 13 members of the House of Reps. Why not just elect them all at large by ranked choice voting? Then, there is no need at all for districts, and the voters will create their own “districts” by their votes.

    Exact PR – perhaps max of 5 winners per district.

    Third parties generally insist the primary candidates be members of the party, agree with platform, and possibly pay a fee/submit petition.
