There are two theories of representation: 1. agency, and 2. trusteeship. The bicameral legislature embodies both concept; the lower house members are agents, thus they are commonly called Representatives, and are supposed to be proportional to population; the upper house members are the trustees, and are commonly called the Senate, the “old men” of experience, and need mot be apportioned according to population.

Aristotle in his Politics outlined three types of government: 1. Democracy, 2. Aristocracy and 3. Monarchy. Each by itself has advantages and disadvantages. He decided that the best form of government was a mixed form that contained all three forms that could restrain the weaknesses of the other forms. In this, he predated the concept of checks and balances in the Federalist Papers.
Our constitution, in addition to having the added feature of divided sovereignty thru federalism, had the separation of powers that represented the three forms of government: the House of Representatives is the democratic element, the Senate and the Judiciary are the aristocratic elements, and the Presidency is the monarchical element. No element has full control, and so, the intent of the Founders was NOT pure democracy, (nor imperial Presidential dictatorship, which is the tendency to be feared today from BOTH major parties)in either its direct or representative form, but a system based on consensus building among the elements. I f there is no consensus, everything defaults to the status quo.
I think the British government comes closer to what Aristotle described than the United States government. A Parliamentary system is also better for minor party participation.

Kaiser Bill was actually not so bad. By any objective measure the German and AustroHungarian empires were far more benign actors on the world stage of the the mid 19th to early 20th centuries than the British and French. Colonialism, imperialism and slavery were the best thing to ever happen to Africa and Africans. The closest thing Africa has ever seen to liberation was in fact slavery, imperialism and colonialism.

While the British system gives the appearance of meeting Aristotle’s mixed government, the aristocracy and monarchy are largely state supported relics of an earlier system. In truth, Britain is an absolute parliamentary democracy.

The current U.S. System is at least partially hereditary quasiaristocracy and quasimonarchy, increasingly hereditary over time. Which is fine as that is the natural order of things and as it should be. The Catholic church is also slowly becoming dominant, playing a long game. It currently holds something like 7 of 9 on the supreme court, the incoming president and an ever expanding percentage of congress, business leaders, etc. Through a combination of immigration and birth rates its influence steadily grows, slow enough to not cause much of a stir anymore. Idiocracy has kept most people from noticing the slow evolution of the USA towards traditional European Catholic feudalism. The enlightenment and protestant reformation are on their last legs, and the people are as usual kept busy with bread and circuses. The food lines are growing longer, and much is happening behind the scenes while the infotainment circus distracts almost all of the relative few who pay even that much attention.
