The People’s Party, which is a national party in formation, has filed the notice in Maine that is required for new parties, before they can start their voter registration drive. Maine requires new and previously unqualified parties to obtain 4,000 registered members. The deadline is January 2022. It makes sense that the People’s Party would start in Maine, because Maine has ranked choice voting for congress, although still doesn’t have it in the general election for state office. The People’s Party’s main goal is to advance a socially democratic economic platform (whether they want to call it that or not). That would make them pretty incompatible with the Libertarian Party.
As for the Green Party yes they’d certainly be compatible but many of the organizers of the People’s Party purposefully want to start something fresh. Many of them after the 2016 election tried to organize within the Green Party but were frustrated by their ineptitude and ossified bureaucracy. As someone kinda involved in the People’s Party I’ve seen way more energy and organization than I’ve ever seen with the Green Party. It’s nothing like Americans Elect which was just some dumb attempt by clueless rich people to privatize the presidential primaries.
According to their FAQ, the reason for a new party is due to the name having an appeal. The Green Party primarily focuses on environmental issues, which at this point has become overshadowed and largely a subset cause of greater issues; such as corporatism getting away with pollution. If a party with a name such as The People’s is around, it would entail populism. Also, the grassroot approach that the People’s Party makes it easier to establish a base of supporters; compared to Americans Elect which was political folks setting up shop and expecting people to flock to them.

This doesn’t look like a populist party at all. It’s socialist.
It’s ironic, though still technically true, that Manaanwasgreat says that the People’s Party is incompatible with libertarianism. On the party’s Slack, there are people who identify as socialists (though not everyone in it are themselves socialists) who say that Marx is actually libertarian based on his belief of gun ownership (which the Party’s stance is being contested for).
Left wing parties argue over the right name for their parties. They are epistemological nominalists who believe that labels matter more than substance.
