Delaware Bill to Move Deadline for a New Party to Qualify from August to March

Many Delaware legislators are sponsoring HB 30, which would move the non-presidential primary from September to April. Because the deadline for a new party to qualify is three weeks before the non-presidential primary, the bill would have the effect of requiring a new party to qualify by March of an election year, instead of August.

  1. Congress should require Open Primaries (as in Louisiana) for congressional elections.

    States could conduct other elections in November if in the same method. Delaware would be free to hold their other elections whenever they wanted to except November.
