Arizona Bill to Let Legislature Revoke Official Election Returns for President Up Until Inauguration Day

Arizona Representative Shawnna Bolick has introduced HB 2720. Page nine of the bill says “By majority vote, the legislature at any time before the presidential inauguration may revoke the Secretary of State’s certification of a presidential elector’s election.” This is absurd, because the electors vote in mid-December of the presidential year, and Congress counts their votes in the first week of January of the next year.     With nine seats on Phoenix City council, the City Micro-state, should also have nine seats on its executive.

    While the city must jerrymander each district except mayor, the Micro-state will have executives elected at-large.

    There might be no cap on the number of Directors on the team and a 100 to 200-Directors range is fine. There will need to be some structure to allow large numbers while also having some stability too.

    The nine execs might pick any title they wish.

    Sample bylaws allow that the top-ranked elected exec picks first.

    But with only one vote cast for execs, no others expected, we come to a road block.

    To get around the roadblock someone needs to act and I will go ahead and act and tell you my plans as first exec elected in case no one else picks.

    Then should other elected Directors pick a title and/or cooperate then fine.

    The title I pick is “Vice Chair”. Maybe we will pick titles for each District some other day?

    As Vice Chair of Phoenix City Micro-state I will start drawing up guidelines for the Phoenix City Micro-state and I will create a web page and/or Facebook page too.

    Below is the stack of paper ballots (one) which elected the top eight names. It doesn’t look like Bill Moritzky won a seat on the committee but after reviewing the past precedents, Bill is elected Director but not executive.

    Bill as elected Director can pick now unless the other names ranked higher pick first before he picks.

    Once the web page gets set up then maybe we will get more elected Directors to pick executive titles?

    Since I am the eighth-ranked name others can pick Vice Chair ahead of me, then I might change my pick.

    I may keep the title Vice Chair of Phoenix City Micro-state for a longer time than I expected.

  2. Amend the bill to allow voters to rescind their ballots for state legislators anytime before their term expires.

  3. Hold continuous elections, and let a voter accumulate votes at one per month and use them at any time. Votes expire at some time, perhaps 5 years after cast.

    This eliminates the need for absentee ballots, since a voter could simply vote their accumulated ballots whe they return.

    If there is a vacancy, refund all ballots cast over the past five years for the office. The vacancy will be filled once a quorum is reached (10% of outstanding ballots).
