On July 14, the California legislature passed AB 461, which says that write-ins are valid even if the voter forgot, or didn’t know, to “X” the box next to the name written in. The legislature had passed a similar bill several years ago, but Governor Arnold Schwarzenegger had vetoed it.
Write-ins are still important in California primaries, and for non-partisan elections, and for President.

14th Amdt, Sec. 2 is still in force — regardless of ARMIES of ignorant MORON party hacks and SCOTUS super-MORONS — at least for males — very sorry for females — even with the 19th Amdt.
Does this have an effect (negative or positive) on the situation with Top Two voting in California?
Would be interesting in hearing Mr. Winger’s thoughts on where Top Two is at, and how this part might fit into that part.
