Americans Elect is a ballot-qualified party in Arizona, with its own primary. The primary will be held on August 28. Already it had been known that two candidates had filed for U.S. House in the Americans Elect primary. Now it appears some candidates are also seeking the party’s nomination for county office in Cochise County. They will run as write-ins in the primary. Each only needs one write-in vote to receive the nomination (as long as they defeat anyone else who wants the same nomination for the same office). The candidates have campaigned among all six of the Americans Elect registrants in Cochise County.

#1 Independents can vote in party primaries in Arizona.
#2 That is correct. In Arizona, independents, who are officially designated as No Party Preference, as well as voters registered with non-ballot qualified parties, officially designated as Other, may choose to vote in the primary election of a ballot qualified party, provided that the ballot qualified party allows it. That includes the Republicans, Democrats, Greens, and Americans Elect. I am not sure about the Libertarians. I know that I am courting No Party Preference and Other voters in my campaign as a write-in for the Green Party nomination for the Arizona State House of Representatives from the Twenty-Fourth Legislative District.
#3 I think the Libertarians opened their primary to non-Libertarians after it was decided that persons who weren’t eligible to vote weren’t eligible to sign petitions.
