    P.R. and nonpartisan App.V ???

  2. In NYC we have strong campaign finance with low limits and a 6 to 1 public finance system for contributions up to $175. But in the state, it is one of the highest limits. We now have reform changes coming from the Governor, from the Assembly, and three from the Senate. This usually ends up with the status guo. Hope the Governor will be able to create a state standard.
