Oklahoma Policy Institute Publishes Research Paper on Oklahoma’s Need to Revise Election Laws

On December 16, the Oklahoma Policy Institute published this 20-page report, “Repairing Oklahoma’s Broken Democracy”, authored by Dr. David Blatt. The Oklahoma Policy Institute is a well-respected 501(c)(3) organization established in 2005.

The Report first discusses voter participation in Oklahoma, and that part of the report is overwhelmingly convincing that Oklahoma elections are very flawed. The Report then discusses a full range of ideas for improving Oklahoma elections, including a very comprehensive section on ballot access for newly-qualifying parties, independent presidential candidates, and initiatives. Even if a reader is not particularly interested in Oklahoma, the Report is a valuable resource for facts about the election practices of all the states. The Report reveals the number of states with voter pamphlets, and the number of states with election-day registration, for example.

    What State does NOT have UNEQUAL ballot access laws ???

  2. Primary runoffs can only occur when there are three or more candidates, and most likely four or more.

    Generally, there will only be that many candidates when the seat is open, and the party is dominant. A potential candidate reasons that if they can win the primary they will be set for the next 10 years. If you are from the weaker party, then you probably have to be recruited, and have help with the filing fee.

    So for example, in HD-37, there were 6 Republican candidates, and no Democrats. The primary runoff chose the representative. In other cases, the winner of the runoff received 75% of the vote in the general election.

    So in effect the OPI is saying that the problem is a lack of competitive elections, but then want to short circuit those that are competitive.

    Top 2 would have done the same thing, but would have permitted all voters to participate. The OPI bought into the propaganda by BAN and Fairvote that Top 2 causes low turnout in California.
