Florida Initiative Committee for a Top-Two System Appears to Have Stopped Collecting Signatures

Florida’s Secretary of State keeps a list of initiative petitions that is updated frequently. According to the latest list, the initiative for a top-two system is no longer active.

  1. Florida has a weird system, where initiative proponents have to gather around 68,000 valid signatures to have the initiative language go to the Florida Supreme Court for judicial review. If the Florida Supreme Court rules that the legal language is OK, then the initiative proponents have to gather another 686,000 and something valid signatures.

    It is possible that the proponents of the Top Two Primary initiative in Florida have completed the first 68,000 valid signature round of petitioning, and that the initiative has gone to judicial review.

    I have heard rumors in the paid petitioning circles that Top Two Primary is supposed to come back out in Florida.

    Hopefully, it is dead, but we will have to wait and see.

  2. Top Two has been great for unity in California. That’s because candidates need to attract enough votes to reach 33.33% (plus one vote) in order to progress into the runoff when there are only three choices. And with each additional candidate, that percent get lowered for all candidates.

    My experience before Top Two and after Top Two tells me that it was a step forward got voting system reform.

  3. Top 2 in CA is part of the nonstop minority rule gerrymander ROT —

    1. Unequal votes for gerrymander district winner.
    2. Unequal total votes in each gerrymander district.
    3. About 25 percent indirect ANTI-Democracy rule —

    1/2 votes x 1/2 gerrymander districts = 1/4 CONTROL.

    Too many math MORONS in the courts and the general public to count.

  4. There are two versions, both of which the data bases says have been “withdrawn”. The first which was Approved 3/16 was withdrawn on 5/20. This is the version that you had previously blogged about.

    The second was Approved on 5/21 and “Withdrawn” on 5/27.

    The two versions were fairly different – more than a sentence or two. It is possible that the language is still being refined.

  5. How often will the top 2 candidates both be Stalin / Hitler clones ???
