Top Two would be a better reform than IRV in single-winner districts.
If they want to use IRV in multi-winner districts, that is pure proportional representation (PR).

Top two still locks voters into a strategic choice based on who they think might have stronger support, rather than who they think is best for the job. Instant Runoff Voting is the least game-able system, diminishing the effect of strategic voting. It allows voters to effectively express more about the range and order of support.
