Demo Rep, don’t know how many times you need to be told this. It’s impossible to Gerrymander the Electoral College. The electors are awarded state-wide in all but two states. Do you even know what gerrymandering is?
As for CA, has anyone seen a ballot in the State that has the following statement on it: “To vote for all of the electors of a party, stamp cross (+) in the square opposite the name of a party and its, presidential and vice presidential candidate is a vote for all of the electors
of that party, but for no other candidates.” ? Also, has any one seen any county issued ballot in California that shows squares opposite the names on any of the six
qualified parties in CA?
How many of them are voting as they were pledged to?
The notion that Republican electors should switch to Clinton is doomed. Keep in mind that neither Trump or Clinton got 50% of the vote, meaning that most people voted against both of them. Why should Republican electors switch their votes to someone who is only a shade less unpopular than Trump?
IMO, a better strategy would be to encourage Republican electors to vote for a third candidate, one who is popular and well known enough to draw just enough electoral votes away from Trump to throw the election into the House. There, Democrats should back this third candidate, and encourage Republican Reps to support this third choice.
Who might that third candidate be? I don’t know for sure, but it would probably some well known anti-Trump Republican. Possibilities include Mitt Romney, Mario Rubio, or Rand Paul.

That language almost looks like it dates from the time when you could vote for individual elector candidates, and that box permitted you to vote a straight ticket for all the electors of an individual party.
In 1912, you could vote for individual elector candidates, because that was the reason that the electoral votes were split between Wilson and Roosevelt. There were disputes in that election whether votes cast for all the electors of a party had been properly reported in the canvass, and that box might have been added to make it easy for a voter who wished to vote for all electors of a slate to do so.
In 2016, you could not vote for individual electors.
So it was changed somewhere in between. Richard Winger probably knows when.
The Elections Code for presidential elections should be placed in a single Division, instead of being scattered throughout the Elections Code.
Presidential Preference Primary
Use the 2000 format where all voters could vote for any potential presidential candidate, including independent candidates. Ballots would be marked with the party preference of each voter so that votes may be tabulated by party.
Candidates, including potential independent candidates would be identified by the SOS. Political parties could identify additional candidates, and candidates could file for inclusion (fee or petition).
Each political party would be able to designate which candidates it was considering for potential nomination, and which voters would be considered as relevant to its nomination process.
A presidential candidate could request that their name be removed from the ballot, or that they not be considered for nomination by a particular party.
So for example, it would have been up to the Green Party whether Sanders or Clinton could have become the nominee of the Green Party. And even if the Green Party would consider votes for Sanders or Clinton, it would be up to Sanders and Clinton whether they wanted to be considered for nomination by the Green Party. An individual Green voter could still vote for Sanders or Clinton, regardless of the wishes of the party or the candidate.
Candidates would qualify for the general election by receiving the most votes of a party or receiving 1% of the total vote.
In 2000, Gore [DEM, NLP], Bradley, McCain [AI, LBT, REF], Bush [REP], Keyes, and Nader [GRE] would have qualified.
Political parties could do what they may wish with the vote totals (e.g. choose delegates to the national convention, etc.)
Extended Presidential Preference Primary
Additional candidates could qualify, based on the support of non-primary voters. To facilitate this, a ballot would be prepared with all non-qualified candidates. Candidates who no longer wished to qualify could request their removal, and transfer their support to other candidates. Primary write-in candidates who received cognizable support (say 1000 votes) would be added.
In 2000, this ballot could have included Browne 20,825; LaRouche 19,419; Trump 15,311; Forbes 14,484; Bauer 10,529; Weber 9,390; Hatch 9,202; Phillips 8,979; Kovel 6,714; Hagelin 5,891; Bowman 4,879; Lee 4,009; Smith 3,165; Anderson 3,158; Hines 2,984; Hollist 2,487; and Collins 1,837.
The target would be just over 76,000 (1% of the primary vote).
This post-primary ballot would be strictly non-partisan. Voters who did not vote in the primary could vote at area voting locations or by mail. Instead of circulating petitions, candidates could assist in mail ballot applications. New registrants would also receive a ballot.
Presidential General Election
Presidential candidates would apply for the general election ballot, using the support from the presidential preference primary as the basis of a modicum of support.
A qualified candidate need not apply for the general election ballot. If the nominee of a party chose not to run, there would be no replacement.
The presidential candidate would identify his vice-presidential candidate and which if any of his party nominations he accepted. The presidential candidate would also identify his presidential elector and alternate candidates. The vice-presidential and elector candidates would have to assent.
Qualifications for elector candidates might include California residency, and possibly district residency.
A vote for the presidential candidate would be a vote for his elector candidates.
I agree with Walter. The idea that a Republican Elector would vote for Hillary Clinton is delusional. Voting for a third party or an alternative Republican would be an easier sell. Even so, Trump has 290 Electoral Votes confirmed, with possibly 16 more (he’s leading in Michigan), so at least 21 electors (possibly 37) would have to be flipped. Even one faithless elector is rare; this number would be unheard of.
One possibility is for electors abstaining or casting protest votes for a third candidate. This wouldn’t elect Clinton, but it would deny Trump a majority, sending it to the House. At worst, this would force Republican members (including a few in districts that were close or voted for Clinton) to take a public and decisive stand for Trump (which could later be used against them); at best, it could bring enough new states into the The National Popular Vote Interstate Compact to kill the Electoral College

Ok, Morons, the Electoral College was invented specifically for a situation such as the one we are facing — the election of a candidate who does not possess the qualifications or temperament to serve as President of the United States. However, the institution has been bastardized by state laws that require electors to vote according to the popular vote of those states. This undermines the very intent of the Electoral College! What we have right now is a fabricated “win” by Donald Trump. Clinton has won the popular vote by over 1 million votes (likely double that number by the time all votes are counted. If the Electoral College were to work as intended, Clinton would win, not Trump! It is only through the artificial mechanism of state laws preventing the electors to vote their conscience that Trump has been declared the winner. So, yes, we could eventually get rid of the Electoral College (but that would be impossible to accomplish by December 19th). Better still, we can implore the electors to vote their conscience, not the party (or state) line — as they are supposed to do. And we can then push for Electoral College reform, restoring it to be the “safeguard” it is intended to be.

Today Donald Trump announced that he has cancelled the Press Conference he was supposed to hold later this week to let us know how he is planning to deal with his business interests while serving as POTUS in such a way as to not cause conflicts of interest between his business interests and his responsibilities for and to the United States government and the American people. It is already abundantly clear that avoiding such conflicts may be impossible and put the interests of the American people at risk. It is essential that before any elector votes to confirm him as POTUS that he reveal to the nation how he will avoid such conflicts, that his plan be realistic, and enforceable. Otherwise, as electors representing the national interest you have a responsibility to not elect Donald Trump President.

He is only concerned with Democrats winning *at all costs*. He is one of those who will be all up in arms about a comment asking second ammendment supporters to vote against clinton, but will then turn around and write posts threatening “Civil War II” when Clinton loses.
He obviously has no concern with democratic process, rule of law, good of the people, etc. He is basically “give me what i want or i will do whatever it takes, even hurt you to get it”. Its basically the same philosophy of every terrorist, despot, dictator, nazi, or communist in all of the annals of history and one should really take notice of these posts where he reveals his true colors, because guys like him are just like domestic abusers, in that they have their sweet syrupy public personas, but their true ugly, despotic, misogynistic, evil natures show when they do not get what they want, and should never be forgotten. We are tired of people constantly trying to disregard our wishes and needs as good citizens of your state, and our nation. We are a nation set up under the premise that the government is of the people, by the people, and for the people, which, as some who are posting here obviously do not understand, means respecting the obligations of your oaths of office and represeting the will of the people.
We very much respect and appreciate your understanding of your roles as members of our government who respect the fact that the government serves at the will of the people. It is horribly unfortunate you are being harrassed, threatened, and cajoled into trying to control the people and disregard their will by rejecting and replacing their wishes, mostly by people who only a few weeks ago were in almost riot about statements that the results of an election may not be recognized. I’m sure to good people like yourselves, their aggrgious hypocrisy and lack of understanding of political service is easily recognizable and as appalling to you as for most good American citizens.
I am sure you are aware of this, but it is obvious that people who support an admistration who has tried to use the IRS to serve its political bidding, and has used the white house and congress as their professional wealth building tools would not be able to understand the idea of moral obligations to the citizens being served, but i apologize to you on behalf of the many silent Americans (who spoke up on Nov 8th) for these Democrat ogranized/ Communist hate groups working so hard to organize and direct against you as faithful servants of America, such awful, immature behaviour within our political process.
If it is still needed, it may help to hear again that basically every point being used to try to convince you against Trump is a trait which was shown to a more dedicated and devious degree by Hillary and her Democratic campaign. From theft of government resources, to misogyny and racism, to use of political offie for self serving gains, Hillary beats Trump in every category with respect to one: Hillary is a much better career politician and is much better in hiding her true feelings and wording everything exactly peoperly to make sure nobody is ever offended. She is also good at making sure when she says different things to different groups she does not get found out, which was very useful in getting votes from American citizens who do not know when she says conflicting things but can also be useful in deciving other countries as well.
Unfortunately, being a great liar i think does not tip the scales in favor of ones character as a president. Trump may be a little thin skinned but id rather have a president that gets angry than one who considers it acceptable business to make millions of $$ by promising special treatment to Russian nuclear Uranium mining companies and Saudi Oil Shieks, and other foreign entities through the use of her political offices.
I urge you to vote the will of your people. There are a great many Americans who still believe in the rule of law and the value of public servants being loyal to their citizens. These Americans saw Hillary for the corrupt person she was and voted against her. As you can see, there is nobody trying to convince/ harrass Hillary electoral voters to be disloyal to the citizens of their state and country. Most good Americans who genuinely believe in Democracy and freedom, are again showing the difference between them and Hillary supporters by *not* harrassing Democratic electors to change their votes. It is telling that the followers of Hillary are rioting, damaging and attacking Americans, ignoring our immigration laws, and now trying to intimidate/ coerce our electors to betray their oaths of office. It rings very hollow and should to you, when these same people speak of obligation to the nation and election system, when they are behaving as they are. It’s like the abusive husband who says he will be good, he’s so sorry, as long as you let him back in the house again. These are the people harrassing you and sending letters. I am a disabled female Vietnam Vet and I am afraid if Donald Trump is voted to be my President he will tear our Country further apart than he has already. He has financial holdings all over the world which is in conflict with constitution. He says there’s no complication in resolving this issue yet his own campaign advisor said it was complicated. Why didn’t he have the Press conference and let you the Electors see how he was going to divest himself of his holdings. Secondly, why has he repudiated our highest security offices of our land and not supported action against Russia for hacking into governmental process to favor his election. I’m very afraid that he has not in any shape, form or Voice attempted to heal the great divide in our Country. Yet he has plenty of time to go on so called “thank you” tours to feed his egotistical need for approval. He is not fit to be yours or my President. He is thinned skin, crude and disrespectful to anyone who minutely disagrees with him.
