Guam Legislature Passes Bill for an Earlier Primary

On October 27, the Guam legislature passed bill 156-34. It moves the primary from the last Saturday in August to the first Saturday in August. It also moves the filing deadline for primary candidates from 60 days before the primary, to 90 days before the primary. The Election Commission requested the bill, so as to give itself more time to adminster elections.

    The United Coalition has been using pure proportional representation for more than twenty-two consecutive years and it works fine.
