1. The filing in district court seems to suggest that the act of appeal by a state agency automatically supersedes a TRO?

   I was unable to find any record of appeal to the 1st or 14th Court of Appeals (the two are coincident, and you file with the 1st, and it is assigned randomly to one or the other) and then to a panel of justices. Each court has 9 justices.
