They got it wrong to begin with. It was 313 but no one knew the significance of that back then, it didn’t come to make sense until Detroit (devil city) got a telephone area code many centuries later.

Mississippi and South Carolina had black officials until Union troops were withdrawn in 1877 after Hayes got elected in a deal to pull them out. It’s interesting to note that the South had more electoral power AFTER the Civil War because freed black slaves now counted as whole persons. The trick was to keep them from voting, which was clearly a violation of the 14th Amendment. But, the deal was struck, and Congress didn’t use the power that they had under the 14th to punish the South. it’s sad when you consider that Hayes himself was a liberal on civil rights, but was constrained to act.
