According to the California Target Book, sixty individuals have said they are intending to run for Governor of California in the 2021 recall. They include 28 Republicans, 11 Democrats, 16 who are not members of a qualified party, two Libertarians, two Greens, and one member of the American Independent Party. According to the California SOS website, which I included in my name, there are far less than that number of people who have officially filed a Statement of Intention to run.

Do Top Two rules apply to recall elections? Will there be a runoff between someone getting 3% and someone getting 2.5%?
No, and no.
No, pure plurality. If a majority vote yes on part one, the highest vote getter on part 2 becomes the new governor , so theoretically it could be someone with less than 1% of the vote. Realistically it will be someone well into double digits but way short of majority. An even more likely scenario is that the no vote carries on part 1, part 2 becomes moot, and Newsom keeps his job for at least another year.
With more blackouts and wildfires, probably more than ever, set to punish California this summer, part one may well gain in popularity and make part two not moot.
