On December 15, one Oregon presidential elector, Shirley Cairns, was unable to reach the state capital city of Salem by noon, the hour set for Oregon presidential electors to vote. Therefore, the other 6 presidential electors used their legal authority to choose a replacement. They chose Secretary of State Bill Bradbury. See this story. Cairns didn’t attend because the Oregon weather interfered.
I’m one of the electors in Minnesota. The same thing happened to one of our electors, unfortunately.
Minnesota now requires political parties to name “alternate electors,” so a lucky alternate was randomly drawn by the Secretary of State for to serve as the 10th elector.
As far as I can tell, this was not reported by the media (unless you count my blog and Twitter feed as “media”).

In California under its election laws, the alternate elector is elected by the remaining electors present.
This year we had the case that Elector Ilene Huber was
not a regestered voter in Los Angeles County. Democratic Party electors shall be registered Democrat
by the primary election of 2008.
When I call this to the attention of the office of SOS
on 15 November 2008, the reaction was the name given by
Mr. Myers for the Democratic Party on his October 1st list was an error. So the SOS will let someone else
vote on December 15, 2008. It should be noted that only
one person with the correct name died in Humbolt County,
California.
Botton line millions of California electors voted for
Ilene Huber, and the SOS did not count the votes for
Ilene Huber as required by Article 2, Section 2.5 of
the State Constitution, if in fact the October 1st list
of Mr. Myers met the requirements of Election Code section 6901 with section 7100.
Sincere December 15, 2008, the American Independent Party has been trying to get a copy of the December 13,
2008 “Certificate of Assertainment” mailed by the California Governor to the Archivist of the United States (either as three originals or one original and
two certified copies) Plus the proof that they were mailed by registered mail to the Archivist of the United
States by registered mail, since the State Capitol Mailroom’s three employees claim that no register mail left the Govenors Office for over a year.
This is just one part of the electoral problem with the Democratic Presidential Electors of California. No documents surfaced yet that the two United States Senators or the 51 Democratic Congressional nominees filed by October 1st, 2008 their pick to the SOS of Presidential electors. There is also no documents issued showing that the Chairman of the California Democratic Party filed his picks for his two Presidential Elector appointments to the SOS by the October 1st, 2008 last date of filing.
Does this mean that “Certificate of Vote” for California is void?
