  1. This is the New Age of quick fix MORONS.

NPV = one more statutory fix scheme — blatantly tries to subvert the equal protection clause in 14 Amdt, Sec. 1

Tries to make the votes OUTSIDE of a sovereign State determine the election results INSIDE such sovereign State.

Sorry – an inter-State compact can NOT subvert the Constitution — even if it magically gets the approval of the gerrymander Congress. Art. I, Sec. 10.
    ——–

Proper remedy – one guess – constitutional amendment

Abolish the minority rule time bomb Electoral College — see the 620,000 DEAD Americans in 1861-1865.

Uniform definition of Elector in ALL of the U.S.A.

Nonpartisan App.V. — for ALL elected executive officers [including the U.S.A. Prez/VP] and ALL judges [including the U.S.A. Supremes].

    P.R. for all legislative bodies.

Difficult ONLY for quick fix and constitutional law MORONS (overlapping groups).
