Timm Herdt has this column in the Ventura, California Star. It says one unintended result of California’s top-two system may be to increase the power of Democratic and Republican party organization endorsements. He describes how this process is already starting.
Simple – if a candidate is endorsed by a top party hack robot gang committee, then vote for the other candidate.
