On March 6, Ron Paul carried one U.S. House district in Virginia, the 3rd district. That district is Virginia’s only black majority district. It includes parts of Norfolk and parts of Richmond, and a narrow string of territory linking those two cities.
Here is an article about the low turnout in that primary. Only slightly more than 5% of Virginia’s registered voters voted in the Republican presidential primary. There was no Democratic presidential primary. Virginia has open primaries, so any registered voter was free to vote in the Republican presidential primary.
Because Paul carried the 3rd district, he picked up three delegates.

I’m running for US president, so I can run for vice president as a team with a candidate, preferably not of the same party and of the opposite gender to insure gender balance.
Instant runoff voting (IRV) is a “Top One” system, many support the “Top Two” system, and the 8th USA Parliament Election of 2012 is like a “Top 1000” system.
Currently, our elected president is Hon Ron Paul [Republican] and our elected vice president is Hon Gail Lightfoot [Libertarian].
I was able to speak at the California convention at the end of the three days for the seven minutes. I’m actually campaigning against the methods they’re using and Hon Joy Waymire is helping me stay on the positive side.
The way the teamwork is created, is by electing names using ranked choice voting in districts of two or more, instead of plurality elections in single-winner districts.
It was my first presentation of the All Party System to the L convention since 2007 when I ran against the current chair Hon Kevin Takenaga, and the entire state L structure is set up under plurality elections, mostly single-winner districts.
While Joy was pleased that we tied at third, I’m a bit disappointed that we weren’t able to add more names/nominations to the All Party (and independents) team.
The good news is that Libertarian presidential candidates Hons Gary Johnson, Bill Still and Scott Keller did join our communication link with 20 presidential candidates of all parties. In addition, both Hon Gary Johnson and R. Lee Wrights did not ask to have their names removed as elected members and they seemed open to the operation – the “PDC” or presidential debate committee. We also had another 3 to 6 people sign up or self-nominate at the convention.

I am a volunteer vote counter, and we’d like work with more people who’d like to either learn about ranked choice voting as a vote counter or in any capacity in which they’re interested.

To the post: I’ve done some cursory look for info on the Virginia vote for Paul. I would be fascinated to learn if the vote for Paul in the VA 3rd district was from a majprity of African-Americans in that district? Or, was the Paul vote mostly from the white minority in the 3rd? And, if African-Americans were the majority of the vote for Paul, were those votes ideological (they like Paul’s ideas) or they were trying to mess with Romney?
Any besides Ogle have anything to say?

I think the real story is that this district houses many of the sailors, marines, and soldiers that are stationed in the Norfolk area. This validates Ron Paul’s claim that he has a majority of active duty servicemembers’ support.

Ron Paul frequently points out that the U.S. laws on illegal drugs do more harm to black Americans than to other ethnic groups.
Ron Paul also won the Republican primary in DETROIT! Black voters perceive the discriminatory aspects of law enforcement, crony capitalism, and big government. And yet, the Republican establishment, who really cannot stand Ron Paul, is trying to bury him under all the propaganda for Baseball Mitt, Rick Santorum, and Eye of Newt.
The other thing is, a large number of students and recent graduates of VCU and ODU probably were voting for Paul (in Richmond and Norfolk, respectively). I wish he had spent more money in Virginia, but he probably figured Romney would just carpet bomb the state if there was any chance of losing, so its better to save up for the last caucus states.
