Stephane Dion, a former leader of the Liberal Party of Canada and a current member of the Canadian Parliament, representing a district in Montreal, has this op-ed advocating proportional representation. The op-ed is published in the April 22 issue of the National Post, one of Canada’s national daily newspapers.
The op-ed is very specific in promoting one particular type of proportional representation, a type that is now used in Finland. The system he describes gives voters the opportunity to choose the candidate as well as the political party. Thanks to Rob Richie for the link.

We support pure proportional representation (PR) in the Sainte-Lague parliament seat distribution system and ranked choice consensus voting using the Hagenbach-Bischoff method.
The Hagenbach-Bischoff Quota
The USA Parliament uses the Hagenbach-Bischoff method, since it is the most exact formula known for STV in the Sainte-Lague.

Ranked Choice Consensus Voting
Ranked choice consensus voting is like consensus, where all items/names being voted upon that receive rankings or tics cast by all the participating voting members are considered approved by consensus. Using the STV system, consecutive numbers beginning with the number “1” must be used, or the ballot is marked spoiled and considered democratically illegitimate.

Of course this is bold and good but importantly is the start of a strategic purposeful fusion between the Liberals and the New Democrats that could not have been realistically speculated upon prior to this specific proposal to alter reality. Only losing can bring the of spark insight, learning and a new plan.
I wonder what Jack Layton would say about this.
