Over the June 2-3 weekend, the Democratic-Farmer-Labor Party of Minnesota held a state convention. Delegates voted by a margin of 60%-40% to put support for Ranked Choice Voting (sometimes called Instant Runoff Voting) into the party’s state platform.

I’m with Demo Rep – I support IRV for double offices, but not single offices.
Minnesota cities (including Minneapolis) have long used Top 2 partisan primaries where all candidates regardless of party run in the primary, and all voters without regard to affiliation may vote for any candidate.
If you are going to use RCV, partisan primaries are simply not necessary.
I think that Richard Winger and BAN should propose the use of RCV for all special elections in California, and that they be conducted by mail.

There would be be only the single race on the ballot paper which greatly facilitates hand counting. There would be no need to arrange polling places or costly voting machines. There would be some additional cost for laurel leaves for the citizen tellers, and H1B visas for Irish vote counters.

An ideal runoff voting system would require all voters to vote for as many candidates in the first round. Then, a second round would have voters choose either both, one or none of the candidates. Should NOTA win a race, let all candidates spend time in that office for the same amount of time.
