Maviglio is a former Press Secretary for former Governor Gray Davis, and a former aide to two members of Congress, and a former member of the Clinton administration. The Sherman/Berman or Richardson/Hahn races were not caused by Top 2, they were caused by redistricting and the population shift away from the coast.
All Top 2 did was make sure that the entire electorate got to decide who their representative in Congress is.

#3-He gets it! Now the independent (NPP) voters in CA need to decide to learn how to use Top-Two to take away the major party’s majority locally (City Council), and the state (Legislature). The country needs to adopt Top-Two to remove their majority in Congress.

The communist Donkeys rigged the gerrymander districts in CA — so that the top 2 primary stuff is de facto meaningless in most gerrymander districts.

No state using top-two has ever elected someone outside the two major parties to Congress.
