According to one account the NPV initiative was originally an amendment to a broader omnibus bill on elections in MN. It was taken out of the bill and defeated by a bipartisan vote after brief debate. It has been resubmitted to the House Rules Committee for reconsideration, presumably as a standalone bill.
Hmmm. Is MN one of the above average States regarding LEGAL voter turnout — i.e. more older voters ???
