Any State is free to permit selected non-citizens to vote. California and Hawaii in particular might extend voting rights to resident American nationals.
Congress could pass the following legislatively.
(1) For purposes of the apportionment of representatives, election of representatives and senators; and elections of presidential electors:
Residents of the District of Columbia shall be treated as if they were residents of Maryland;
Residents of American Samoa, Guam, and Northern Marianas shall be treated as if they were residents of Hawaii; and
Residents of Puerto Rico and the US Virgin Islands shall be treated as if they were residents of New York.
(2a) In creating congressional districts, the District of Columbia; and American Samoa, Guam, and Northern Marianas, collectively shall be divided among as few districts as possible.
(2b) In creating congressional districts, New York, and Puerto Rico and the US Virgin Islands, collectively will be apportioned representatives in proportion to their respective populations.
(3) No presidential electors shall be appointed for the District of Columbia.
