    ___ The effective date of phase one of the election of the Mock Unity Coalition shall be from the date of ballot release for the CA State Elections which is to be from approximately March 28th (or when the names are known) and will end on May 7th, 2014.

    ___ The top ranked names elected to the 7th California Super-state Parliament on August 6th, 2014, may pick which of the which open seats on the Unity Coalition if they’d like their name elected (i.e. they may pick Governor, Lt. Governor Attorney General, Secretary of State, Controller, Insurance Commissioner or Treasurer), all seven top-ranked names pick until the seven seats are filled. Theose “picking” may also pick another name to represent them, but only one for each of the seven state-wide seats may be picked.

    ___ If any of the seven CA State at-large election seats on the Mock Unity Coalition remain open, then the eighth ranked name may pick, and each consecutively ranked elected name from the 7th California Parliament may pick seats in consecutive order for the “Mock Unity Coalition” until all seven seats are filled by at least one name. More than one name may be not picked for each open office (Governor, Lt. Gov., etc.) and each elected member of the CA Super-state Parliament (MSP) may pick only one name.

    ___ For the next four years of the 7th California Parliament, this system will remain in effect if/when there are any deaths, resignations or those who stand down, then the next highest ranked name will always be the first to pick any open seat(s).

    ___ The elections of the 7th California Super-state Parliament’s executives (three prime ministers & two secretaries), rules and Unity Coalition voting continues as new votes for names, rules and other voting activities through 2018.

  3. Instant Runoff Voting would help a lot, but it’s certainly not a complete “solution”, the way Approval Voting is. E.g. say you have:

    35% Left > Center > Right
    33% Right > Center > Left
    32% Center > others

    IRV would eliminate Center, and then either Left or Right would win. But Center is preferred to Right by a huge 65% majority of the voters. And Center is preferred to Left by a huger 67% majority.

    If Center voters don’t think Center is likely to win, they’ll be strategically motivated to insincerely rank their second favorite candidate in first place.

    Whereas Approval Voting makes it 100% safe to support your favorite candidate, regardless of any concerns about electability.

    Again, either system would be an improvement over what they have now.

  4. There is another possible solution, and it is used around the country and around the world. There’s a 50% plus 1 requirement for executive races and the top two vote-getters in the general election go to a runoff election 2, 3, or 4 weeks later. I’m not a fan of the ‘instant runoff’ or ranked choice voting, and it’s because I like the idea of having time elapse between the general election and the runoff. That time allows for more ‘politics’ to happen and it’s more fun that way.

  5. The U.S. has so many citizens who are overseas most or all of the time, having two elections any closer than six weeks is no longer considered feasible.

  7. Louisiana held its open primary on November 6, 2012; and a runoff on December 8, 2012, 32 days later.

    The short turn around of course was facilitated by the fact that the electorate was the same for the two elections.
