Martin Wisckol, politics reporter for the Orange County (California) Register, has this column about recent political science research on California’s top-two system. Unfortunately, Wisckol, like so many other otherwise well-informed people, says that before the top-two system was implemented in California, independent voters were not able to vote in major party primaries for Congress and partisan state office. I have sent him an e-mail about that.
Richard, glad you tried to inform Mr. Wisckol on the facts, but as long as the Democrats primarily, and the Republicans to some extent, support Top Two, nothing will change.
Maybe some day some rich Libertarians, and others of minor party affiliation, will run and have the money to overcome the millions spent by the Democrats and Republicans.
Until the Courts rule against Top Two, I don’t see anything else happening to change this bad situation in California.
It was nice while the old system lasted.
