Don’t be surprised if Tomblin vetoes it. He is a lame duck governor with absolutely no political future and just out to make trouble at this point. He has already vetoed an overwhelmingly popular anti-abortion bill of which the legislature had the votes to over-ride while still in session, and is now planning to do the same thing with the Constitutional Carry gun bill (71-29 House, 30-4 Senate) which would force the legislature (closed last Saturday) to call a special session (at taxpayer expense, of course) for casting the over-ride votes. Mr. Tomblin is the poster boy for not voting Democrat.
This is a positive piece of legislation. We need to stop uninformed voters from being hauled to the polls and told to vote for a particular level or party emblem. This practice has caused the problems in America, and it needs to stop.

How can a state which technically is not a state pass legislation of any kind? Remember, Lincoln set up a renegade Legislature in Virginia, giving the people of those western counties in western Virginia to become the so-called “State of West Virginia.” Then the renegade rebels of the western counties of Virginia, proceeded to set up the so-called “State of West Virginia.”
To my knowledge, when Virginia came back into the Union, they never agreed for the “State of West Virginia” to come into existence as the Constitution requires, and Congress has to approve. Did I miss something?
Yes, you did. After many Virginia politicians abandoned the government and joined a rebellion, the remaining statesmen reformed the government and met in Wheeling, Virginia. The Virginia legislature in Wheeling gave permission for counties in the western part of the Virginia to form a new State, which they did. The State of West Virginia then entered the Union. The government of Virginia then ceased to function, until it was reorganized after the rebellion was suppressed,
