Maryland Legislature Restores Public Funding for Gubernatorial Candidates

On April 13, the Maryland legislature passed HB 485. It restores public funding for candidates for Governor and Lieutenant Governor. The state’s program had existed in the past, but had been repealed in 2010. The money comes from a voluntary check off on state income tax forms.

Here is an analysis of the bill.

  1. Richard, If I am reading this correctly, we’re talking about a few hundred thousand dollars here? The new “Fair Campaign Financing Fund” (FCFF) IS a Special Fund (SF), so projected donation amounts (including those from fines) after admin expenses are $202,000, $183,000, $320,000, $250,000, $202,000 for years 2016, 2017, 2018, 2019, and 2020 respectively. I am assuming those are fund balances for tax years, so prospective Maryland gubernatorial candidates for their next election in 2018 would be looking at the lower $183,000 figure?

Also, the key at the bottom of the table lists “FF” for Federal Funds, but none are listed. Not sure how that ties in with the state funds here.
