Vin Weber was in Congress 1980-1992. The ballot access bill was introduced in 1985, 1987, and 1989 (plus it was introduced six times after that, but by then Weber was gone from Congress).
Weber didn’t co-sponsor the bill when he was in congress. Almost all of the co-sponsors were Democrats.
