The SOS now contacts each of the candidates who will have an opportunity to remove their name from the ballot.

Maybe Jindal can sell his spot to Pataki who did not get on the ballot.
Did Jindal drop out or just suspend his campaign?
There may be technical reasons to suspend a campaign, such as being able to accept donations and pay bills. Rick Perry also said he was “suspending” his campaign. The independent PAC’s associated with his campaign refunded their contributions and disbanded. There were only a very few donors, and one threatened to make a lot of noise unless he got a refund.
