Well…could have been written better, particularly to peremptorily counter the usual drivel about the compact being “unconstitutional”, an assault on “state’s rights” and the federal system, more prone to electoral fraud than the current implementation of the EC, but this passage at lest is notable:
“State winner-take-all statues adversely affect governance. ‘Battleground’ states receive 7 percent more federal grants than “spectator” states, twice as many presidential disaster declarations, more Superfund enforcement exemptions, and more No Child Left Behind law exemptions.”
