Must the count be at or above the threshold on a particular date in August? Or would a tally above the threshold at any time between now and then be okay?
Only the August 2016 tally counts.

that Title 15, Section 3001 sets the key date as 21 days before the primary — the “general primary”, so to speak, not the Presidential primary. This year that’s on September 13 — and 21 days before that is which this year would be August 23.
Ah, the hazards of “word-process-Os” from trying to type/write too quickly. Make that last post-dash phrase “and 21 days before that would be August 23”. (Though I also see August 20 given on the January issue’s chart as the “count date”. Well, there’s some time to find out for sure, anyway. . . .)
