A special session of the North Carolina legislature is making headway drawing up new U.S. House district boundaries. See this story. On February 17 the new maps were unveiled and approved by a legislative committee. Both houses will vote on the bill on Thursday, February 18. Thanks to Brian Irving for this news.
The new map (SB 2) was approved on Friday by party line votes. For some reason it appears that the law does not need to be signed by the governor.
The legislature also approved legislation (HB 2) that would set a special primary for congressional elections only for June 7. This is contingent on the SCOTUS not staying the decision of the federal district court.
If there is no stay, the congressional results from the March 15 primary will be discarded (cast ballots will be considered confidential, and not public records, and results not certified).
There will be no 2nd Primary (runoff) for the special congressional primary. There will be a new filing period, and candidates nominated in the March 15 primary for other offices will be eligible. If they receive two nominations, they choose which to use.
Some of the congressional districts are drastically different, and I could see legislative incumbents taking a shot at a district that is essentially an open seat.
