The Wyoming petition deadline for independent candidates is Monday, August 29. This news story says Jill Stein will turn in over 10,000 signatures, even though only 3,302 are required. This is a wise move on her part. Wyoming petition validity is usually quite low.
It would not be necessary to submit this many signatures if they sent petition circulators door-to-door with a walk list of registered voters, and/or if they were doing validity checks while the petition drive was happening.
Getting signatures is a great way to get the name out there and put people in direct contact with voters, all the while serving a useful campaign purpose. If you have an unanticipated windfall of resources, why not spend it on face to face instead of paying some backroom guy to play with the voter list?
