The problem is the concentration of those votes in states like California, New York and Illinois. In California alone, Clinton’s margin is over 2,500,000 votes. That means that if you exclude all the votes from California, Trump is winning the popular vote in the other 49 states by over 1,500,000.
This does not bode well for any kind of reform of the electoral college. Why would any other state besides the 10 heavily Democratic states that have ratified the NPV compact join in? In a sense, Clinton won California by too much.
This disproportionate distribution of popular votes actually supports one of the original arguments in favor of the electoral college: that being that the large, populated states ought not dominate the election of the President.
The National Popular Vote would open up Republican campaigning in places like California and Illinois.
I don’t think it’s the electoral college that’s necessarily the problem, but the winner-take-all method of election. EC votes could be awarded proportionally, for instance.

This news just broke today. Sen. Barbara Boxer will, in the lame duck session, attempt to pass a bill through Congress abolishing the Electoral College. This would effectively repeal the 12th amendment, and the bill itself would be treated as a constitutional amendment, and requires 38 states and supermajorities in both houses of Congress to be approved.

Let see, CA Elections Code section 13205(b) has required language to be placed on the ballot about
voting for Presidential Electors to the Electorial College.
It has been the law in CA since 1852 that the Offices of
Electors for POTUS and VPOTUS are statewide elected offices of profit of the State of California.
We in CA are entitled as of November 8, 2016 to 55. However, because all ROV’s in CA did not place on the ballots in all Counties the required language under CA Elections Code 13205(b), section 13200 became effective, not count the vote.
The vote for the electors to the Offices of POTUS & VPOTUS was an illegal vote. An “illegal vote” has been
held to be refer to votes “…not entitled to be cast in
the manner provided by law”. Bush v. Head, 154 Cal.

@Joshua H.: Actually, Section 2 of the 14th Amendment does (at least arguably) require states to allocate their electoral votes proportionally. If they don’t, they’re unconstitutionally denying (through dilution) voters for all but the majority/plurality winner the right to an effective vote, and thus subject to the “Mal-Apportionment Penalty” (as Asa Gordon of the Frederick Douglass Institute of Government calls it) of losing that proportion of their US House seats as well as the corresponding electoral votes.

Echoing Walter Ziobro’s comments, a commentator (I’ve forgotten who) last night remarked that Los Angeles alone voted for Hillary more than one million votes more than for Trump, so Hillary overall lost the entire rest of the country to Trump based on the popular vote.
Liberals tend to concentrate in large population centers, so the Electoral College tends to offset that concentration with slightly greater weight given to lower populated states, since we are a nation (the “United States”) of both people and states.
Third grade math folks can do the math — when the popular votes are final-final —
Clinton or Trump votes divided by the E.C. votes each gets in each gerrymander area — State, State USA Rep district (ME and NE), DC.

I was told once but I haven’t looked it up. That in 2004 if there had been 100,000 vote switch to Kerry in Ohio,
he would of become president . I believe Bush ended up beating Kerry, by over 2,000,000 votes. That means the EC problem could easily go either way.
