Swipes at Electoral College (“Faithless electors”, ratification of NPV) are direct threats to the continued stability of two party system. Washington can be proud.
It is interesting that the $1000 fine was enacted following the last faithless elector in Washington in 1976. It is also interesting that the faithless elector in 1976 is now a state senator.
Washington should choose its electors by Congressional district, using Top 2, but instead of a political party preference let the elector candidate express a candidate preference.
