  2. The Hamilton Plan proposed after the 1801 election, or something, should be adopted.

    (1) Presidential Electors shall be apportioned among the States and Territories on the basis of their adult citizen population. There shall be at least one elector for each 50,000 such persons.

    (2) Presidential Electors shall be chosen by citizens eligible to vote for the larger chamber of each State’s legislature.

    (3) Each State shall provide for the time, place, and manner of the election of Presidential Electors, however Congress may override any such regulations.

    (4) Presidential Electors shall meet on a date set by Congress. There may be several physical meeting locations, so long as the locations have real-time communication, and the meeting is conducted as a single meeting.

    (5) Presidential Electors representing one percent or more of the total number of electors may nominate a presidential candidate. Each Presidential Elector shall publicly vote for a presidential candidate. If one candidate receives a vote from a majority of the Presidential Electors who have been elected, he shall become President. If no candidate receives a majority, then the last-placed candidate shall be eliminated and a second vote shall be held. This process shall be repeated until a President is elected.

    (6) Ditto for Vice-President.

    There would be a lot more electors, and they would be required to be elected. Residents of the District of Columbia and the territories would be permitted to vote for president. Electors would be largely proportional to eligible voters. Eligibility to vote for Electors, would be the same as for Congress, and regulation of elections would be a joint responsibility of the legislatures and Congress, just as it is currently for Congress.

    It would be expected that Congress would take a more active role in regulating the election of Electors, such as primaries, petition requirements, presentation of presidential nominees, etc. Congress has a self-interest in how they themselves are elected, and they a pretty contented with a system that has sent them to Washington for decades. There are no Elector incumbents, and Congress might choose election by district, or proportional election.

    But this would strike a balance between direct election, where Congress would be tempted to take over the whole electoral process for President, and allow States to continue to have variation in how elections are conducted.

    The Electors would meet as a single body, and thus could handle contingencies such as a nominee dying, or no candidate receiving a majority of the Electoral Vote.

  3. All 3 of the USA election systems are minority rule math systems–

    1/2 or less votes x 1/2 gerrymander areas = 1/4 or less control = OLIGARCHY.

    ALL Prezs since 1828-1832 have de facto been elected by about 30 percent of the popular votes —

    in States/DC having a bare majority of the E.C. votes — ie low to high rank winner popular votes / EC votes.

    Math can get worse if more States/DC use USA Rep gerrymander districts for E.C. votes — 2016 ME and NE

    — or even create special E.C. gerrymander districts.

    i.e. legal voters per district varies quite a bit — due to the millions of illegal foreign invaders in the USA being counted in each Census.
